新时代中央生态环境保护督察制度效用提升研究

中央生态环境保护督察制度在解决突出环境问题、改善生态环境质量、推动高质量发展等方面发挥着积极的制度效用。然而,当前中央生态环境保护督察制度效用提升还面临着制度建设的组织动力不够充足、制度的执行力度不够强、制度的调适性不够充分等困境,其制度效用尚未得以充分发挥。主要原因包括制度建设的组织体系不够全面、制度的运行机制尚未健全、相关配套制度尚未有效衔接和激活。新时代提升中央生态环境保护督察制度效用,需要强化制度建设的组织保障,健全制度的运行机制,完善制度配套和制度衔接。

The Central Ecological Environment Protection Inspection System plays a positive role in solving prominent environmental problems,improving the quality of ecological environment and promoting high-quality development.However,at present,the effectiveness of the system still faces the dilemma of insufficient organizational motivation for its construction,insufficient implementation and adjustment of the system.The system effectiveness has not been fully utilized.The main reasons include that the organizational system is not comprehensive enough,the operating mechanism is not perfect,and the relevant supporting systems have not been effectively connected and activated.To improve the effectiveness of the system in the new era,it is necessary to strengthen the organizational guarantee of its construction,improve its operation mechanism,and perfect its supporting and connection.
