“工改工”作为城市更新中一种重要的项目类型,是推动深圳产业转型升级的重要引擎。结合深圳市城市更新政策背景和项目实践,分析深圳“工改工”类项目发展现状,探讨此类项目在开发运营等环节所面临的融资困难,提出“顶层设计+政府引导基金+各社会主体共同参与”的模式,以Y集团为例优化融资模型,探索多途径保证融资渠道、多主体保障产业开发运营等策略,为更好地推进“工改工”项目探寻路径。
