平行经验分享视角下中国企业农业援非项目的可持续性——以安徽农垦为例

Sustainability of Chinese Enterprises’Agricultural Assistance to Africa from the Perspective of Closing-Gap Experience Sharing——Taking Anhui Farm and Agribusiness as an Example

进入21世纪,中国对非援助尤其重视项目的可持续性,并更多地通过企业层面的商业交流维持援助效果。然而,这一援助与企业投资相结合的新型援外模式是否真正实现了可持续的目标效果,正是困扰中非农业合作成效的主要问题。文章通过梳理中国农业企业在非洲开展农业援助的具体历程,尝试在平行经验分享理论框架下深入分析中国企业对非援助的知识体系、实践主体和实践影响,从而探究企业援非项目在经济功能和公益功能双重层面上的可持续性。结果发现,中国农业企业的援非项目在经营创收、基础设施建设和技术转移等方面均取得显著成效,并在未来有望进一步与非洲国家加强合作。基于此,对中国及农业“走出去”企业开展农业对外援助工作提供了可参考的建议。

In the 21st century,China has attached great importance to the sustainability of projects in aid to Africa,and more importantly,maintained aid effectiveness through business exchanges at the enterprise level.However,whether the new foreign aid model that combines aid with enterprise investment has truly achieved sustainable effects is the main issue that troubles the effectiveness of China-Africa agricultural cooperation.The article attempts to analyze the knowledge system,practical subjects,and practical impact of Chinese agricultural enterprises’aid to Africa within the theoretical framework of Closing-Gap Experience Sharing in order to explore the sustainability of enterprise aid projects to Africa at the dual levels of economic and public welfare functions.The results showed that Chinese agricultural enterprises’aid projects to Africa have achieved significant results in revenue generation,infrastructure construction,and technology transfer,and are expected to further strengthen cooperation with African countries in the future.Based on this,this paper provides suggestions for China and agricultural“going global”enterprises to carry out agricultural assistance.
