摘要
PPP模式作为一种制度创新,在我国公共服务领域取得了一定成效的同时也面临着诸多问题。而欧美国家发展PPP模式的经验,可以为我国在公共体育服务领域开展PPP项目提供有效的帮助和借鉴,且有助于我国提高相关项目的治理能力。本文通过案例研究和文献资料等研究方法,对加拿大公共体育服务的发展动因和发展历程进行梳理,从中总结提炼出适合我国发展的经验。在此基础上建议:①完善PPP立法和管理机制;②明确PPP相关概念;③明确PPP项目的适用范围。以此进一步增强我国在公共体育服务领域发展PPP的科学性。
As a kind of public service system innovation,PPP model has made some progress in the field of public service,but also faces many problems.By learning the experience of developing PPP model in European and American countries,it can provide effective help and reference for China to carry out PPP projects in the field of public sports service,and improve the governance capacity of public sports service PPP projects.This study analyzed the development motivation and process of public sports service in Canada through case study and literature analysis,and then summarized the experience suitable for development in China.It is proposed to improv PPP legislation and management mechanism,clear PPP related concepts,and define the scope of application of PPP projects,so as to enhance the scientific development of PPP in public sports service.
