Frontier Governance in Global Age:New Characteristics,New Structure and New Space

在全球时代,传统的边疆治理模式正遭遇诸种困境,而一场系统性的边疆治理模式变革也同时发生。从边疆治理的特质来看,全球时代的边疆治理正在迅速抛弃对于封闭隔离的偏好,进而灵活使用诸种开放方式;边疆治理也摆脱了对中心地区发展模式的简单复制,开始积极探索适合全球时代边疆地区特点的发展模式。从边疆治理的结构来看,全球时代边疆治理的主体开始从以中央政府为唯一元治理者的“单核治理”逐渐向以中央政府与边疆地方政府同时为元治理者的“双核治理”进行转变;治理手段则开始从科层式治理向混杂式治理转型。从治理空间来看,一种被称为“软边疆”的新型边疆形态在世界各地开始大量涌现,并逐渐形成了诸如“同频共振”、跨界社会资本建构等适合“软边疆”的边疆治理方案。

In global age,the frontier governance model is encountering various challenge,and a systematic change is taking place in frontier governance at the same time.From the overall characteristics of frontier governance,frontier governance in the global age is rapidly abandoning its isolation,and flexibly embracing openness,get rid of the simple copy of the development model of the central region,and actively explore the unique development model suitable for the characteristics of the border areas.From the perspective of the structure,the main body of frontier governance in the global age has gradually changed from“single-core governance”in which the central government is the only meta-governor to“dual-core governance”in which the central government and border local governments are meta-governors.Governance means began to change from bureaucratic to“mixed”pattern.From the perspective of governance space,a new type of frontier space called“soft frontier”has appeared in large numbers all over the world,and gradually explored governance schemes for soft frontier,such as“same frequency resonance”and cross-border social capital construction.
