新时代青少年体育政策演变分析——基于政策工具分析框架与运用

Analysis of the Evolution of Youth Sports Policy in the New Era--Based on the Framework and Application of Policy Tools

运用扎根理论,借鉴Rothwell和zegveld等的思想,构建二维分析模型,对政策文本的类型及刺激的行动主体进行分析,为今后政策的再制定提供参考。根据研究发现:青少年体育政策中环境型政策太多,需求型政策几乎没有,忽视了对青少年自身体育发展需求的思考。政府与学校承担了青少年体育发展的绝大部分职能,家庭与个人的职能承担不足。建议:强化策略性政策的运用并完善相关的评价体系,针对性的提出可行的策略计划,保障青少年进行体育活动的合法利益,落实青少年体育法律法规的运行。提高基础设施与资金的投入,保障青少年进行体育活动的硬件设备条件,建立符合不同地区青少年的活动场馆。加大宣传教育力度,整体创造适合青少年体育的社会、学校、家庭氛围。通过制定一系列的有效措施来提高青少年体育参与的积极性。

Based on the grounded theory and the ideas of Rothwell and Zegveld,a two-dimensional analysis model is constructed to analyze the types of policy texts and the action subjects stimulated,so as to provide references for future policy re-formulation.According to the research findings:there are too many environment-oriented policies in the youth sports policies,and almost no demand-oriented policies,which ignores the youth's consideration of their own sports development needs.The government and schools undertake most of the functions of youth sports development,but there are no relevant policies for families and individuals.Suggestions:strengthen the use of strategic policies and improve the relevant evaluation system,put forward feasible strategic plans,protect the legitimate interests of youth sports activities,implement the operation of laws and regulations on youth sports.Improve the investment of infrastructure and funds,ensure the physical equipment conditions for young people to carry out sports activities,according to local conditions to establish activities in accordance with different areas of the young venues.Strengthen the publicity and education,and create an overall social,school and family atmosphere suitable for youth sports.Formulate a series of effective measures to improve the enthusiasm of youth sports participation.
