高校实现有组织科研是提升高校科技创新能力、实现高校科研工作高质量发展的内在要求。传统管理方式下,科研管理部门在推进有组织科研、凝练学科方向和研究方向方面往往与预期的效果有较大差距。高校科研应从管理向治理转变,以服务国家重大战略需求为主要任务,以多元协同为目标、制度建设为保障、信息化为手段,充分调动学院、科研及产学研单位、职能部门和教师等多方主体协同的积极性,通过顶层设计实现不同主体的自组织行为,探索高校有组织科研管理的实现路径,提升高校自主创新能力,助力实现高水平科技自立自强。
