新发展格局下的市场一体化、区域分工与经济高质量发展

Market Integration,Regional Division of Labor and High-Quality Economic Development

在以国内大循环为主体、国内国际双循环相互促进的新发展格局下,通过市场一体化和区域专业化分工,充分发挥我国超大规模市场优势和内需潜力,已成为我国现阶段经济发展的当务之急,本文认为,市场分割是中国经济在赶超过程中所产生的副产品之一,虽然造成了中国经济在一个较长周期的高速增长,但不可避免地对经济增长质量产生负面影响,如产能过剩、产业同构以及资源配置效率下降等。随着中国经济从高速增长向高质量发展转型,必须通过区域专业化分工形成较为完善的国家价值链,并加强其与全球价值链的互动和融合,通过产业梯度转移、区域协同增长以及技术外溢等方式实现经济高质量发展。

Under the new development pattern of domestic circulation as the main theme supplemented by the mutual promotion of domestic and international circulation,China needs to give full play to the advantages of its huge market and realize the potential of domestic demand through a combination of market integration and a specialized,regionally based division of labor.This paper argues that market segmentation has enabled rapid economic growth over a lengthy period,but there has been a significant negative impact on the quality of economic growth.This has resulted in overcapacity,industrial isomorphism and declining efficiency in resource allocation.As China's economy transitions from high-growth to high-quality development,it must form a more complete national value chain through a regional division of labor based on specialization.It must strengthen its interaction with the global value chain to achieve high-quality economic development through industrial gradient transfer and synergistic growth on a regional basis while promoting technological spillover.
