嵌入式治理视角下基层社会治理样态、逻辑及路径——以公安机关行政执法为例

The State,Logic and Methodology of First-line Social Governance from the Perspective of Embedded Governance——Take Police Agencies’Administrative Law Enforcement for an Example

基层社会治理一直以来是学术界关注的重点领域,而专门针对公安机关基层社会治理的样态、困境、行为逻辑及其治理路径的相关研究又相对较少。基于公安机关行政执法的研究视角对中外治理经验进行提炼总结,并结合近年来备受关注的网格化治理与道德治理样态展开对比分析,在此基础之上提出“嵌入式治理”的新型治理方式。公安机关基层社会治理面临组织松散化、权力使用过度化及价值失灵化等困境,需要构建“组织-权力-价值”三重治理逻辑框架,进一步提出通过组织增能加强党建引领,通过权力整合促进多元共治,并在制度耦合的基础上重塑治理价值。

The first-line social governance is the subject the academic field attaches great importance to.However,the research on the state,plight,behavioral logic and governance methodology of first-line social governance is relatively insufficient.From the perspective of the research police agencies have conducted into administrative law enforcement,this paper summarizes the Chinese and foreign governance experience,and makes a comparative analysis of the state of net-like governance and moral governance,which have attracted much public attention in recent years.Based on this,a new type of“embedded governance”is proposed.The study holds that police agencies’first-line social governance confronts such plights as the loose organization,the excessive use of power and the failure of value.Accordingly,it is necessary to build a three-tier governance logic framework,that is,"organizationpower-value",and the paper suggests strengthening the Party’s building by organization as an ushering,promoting multi-governance by power integration,and reshaping the governance value by restructuring the systems.
