城市更新“动力匮乏”现象及其治理策略研究

The Phenomenon of “Lack of Power” in Urban Renewal and Its Governance Strategy Research

城市更新是中国突破发展瓶颈,实现内涵式、高质量发展的重要路径,也是我国面临的时代命题。现阶段我国城市更新实践中存在“动力匮乏”现象,导致城市更新面临巨大阻力。本文以广东省广州市为范例,研讨以“治理”理念引领城市更新行动的具体做法。同时,从治理成本、技术、内容、主体、规则和资源等视角对城市更新“动力匮乏”现象及缘由进行分析,斟酌如何采取合理的治理方式破解城市更新“动力匮乏”困境。

Urban rene wal is an important path for China to break through the bottleneck of development and achieve connotative and high-quality development.It is also a major and urgent proposition of the times facing China.At this stage,there is a phenomenon of “lack of power”in China's urban renewal practice,which leads to huge resistance to urban renewal.Taking Guangzhou City,Guangdong Province as an example,this paper discusses the specific practices of leading urban renewal actions with the concept of “governance”.At the same time,from the perspectives of governance cost,technology,content,subject,rules and resources,it analyzes the phenomenon and causes of “lack of power”in urban renewal,and considers how to take reasonable governance measures to solve the dilemma of“lack of power”in urban renewal.
