Study on the Construction and Evaluation of Integrated National Strategic System and Capacity

构建和巩固提高一体化国家战略体系和能力是我们党着眼于更好统筹发展和安全、更好统筹经济建设和国防建设作出的战略部署,是赢得国家战略优势和有效应对复杂安全威胁的必要举措。从国家发展与安全的全局视角界定了一体化国家战略体系和能力基本内涵,分析了一体化国家战略体系建设和一体化国家战略能力建设主要内容,依据一体化国家战略体系建设和一体化国家战略能力建设内在关系、建设内容和一体化水平评价要求等,构建了评价一体化国家战略体系和能力建设水平指标体系。采用AHP-EWM组合权重的TOPSIS法,对一体化国家战略体系和能力建设水平进行评价。为了巩固提高一体化国家战略体系和能力,建议制定统筹兼顾发展与安全全局的国家一体化战略,作为国家最高层次战略;着力系统整合和健全完善一体化国家战略体系及一体化国家战略能力体系;以国家一体化战略统领和制定经济和社会发展战略及国防和军队建设战略;坚持用一体化国家战略体系统筹部署和协同推进一体化国家战略能力建设。

Building an integrated national strategic system and capacity is a major decision made by the Party and the country to coordinate security and development,and a major measure to win national strategic advantages and effectively respond to complex security threats.From the overall perspective of national security and development,this paper defines the basic connotation of the integrated national strategic system and capacity,and analyzes the main contents of its construction.Then based on the internal relationship,construction contents,and evaluation requirements for the integration level of the construction of the integrated national strategic system and capability,the evaluation index system has been constructed.The TOPSIS method of AHP-EWM combination weight is used to evaluate the integrated national strategic system and capacity.In order to consolidate and improve the integrated national strategic system and capacity,it is suggested to formulate a national integration strategy that takes overall consideration of security and development as the highest level strategy of the country;efforts should be made to systematically integrate and improve the integrated national strategic system and capabilities;we should guide and formulate economic and social development strategies and national defense and military building strategies with the national integration strategy;we should adhere to the integrated national strategic system for overall deployment and coordinated promotion of the integrated national strategic capacity building.
