中国省域绿色发展效率测度与分析——基于超效率SBM-Malmquist模型

Measurement and Analysis of Provincial Green Development Efficiency in China-Based on the Super-efficiency SBM-Malmquist Model

基于2010—2020年我国省级面板数据,采用纳入非期望产出的Super-SBM模型和Malmquist指数模型测算绿色发展效率,并从静态与动态两个角度展开研究。结果表明:第一,整体绿色发展效率水平是不断提高的,但均值小于1,处于低效率的状态,有较大的改进空间;分区域的绿色发展效率表现出从东部到西部逐渐下降的格局。第二,各省间绿色发展效率在研究期间呈现上升趋势,各省增速存在一定差异。第三,我国总体绿色发展效率GML指数均值高于1,呈上升态势;各地区绿色发展动态效率呈东部>中部>西部的格局,大部分省市的GML指数都在1以上,有不同程度的提高。

Based on China’s provincial panel data from 2010 to 2020,the Super-SBM model and Malmquist index model,which incorporate non-expected outputs,are used to measure green development efficiency,and the study is carried out from two perspectives:static and dynamic.The results show that:first,the overall green development efficiency level is continuously improving,but the mean value is less than 1,which is in a state of low efficiency and has more room for improvement;the green development efficiency of sub-regions shows a pattern of gradual decline from the east to the west.Secondly,the green development efficiency among provinces shows an increasing trend during the study period,and there are some differences in the growth rate among provinces.Third,the average value of GML index of overall green development efficiency in China is higher than 1,showing an upward trend;the dynamic efficiency of green development in each region shows a pattern of East>Central>West,and the GML index of most provinces and cities is above 1,with different degrees of improvement.
