宁夏农田建设机构管理队伍体系现状与思考

Current Situation and Reflection on the Management Team System of Farmland Construction Institutions in Ningxia

为进一步加强农田建设管理队伍体系建设,宁夏农田水利建设与开发整治中心对宁夏34个农田建设行政管理和技术服务机构进行了全面调研。调研结果显示,自治区、市、县(区)三级农田建设机构整合项目资金,推进管理体系和管理能力现代化,基本形成了纵向到底、横向到边、职责清晰的管理机制,但基层机构编制不足、职责冗杂,人员队伍年龄结构老化、业务水平不高等问题仍然是制约农田建设工作高质量完成的主要因素。要发挥专业技术人员对农田建设发展的推动作用,还需要进一步完善管理体系、强化队伍建设、健全体制机制、加强政策支持力度。

In order to further strengthen the construction of the agricultural construction management team system,a comprehensive survey on 34 agricultural construction administrative management and technical service institutions in Ningxia was conducted by Ningxia Agricultural Water Conservancy Construction and Development Improvement Center.The research results show that farmland construction institutions in county(district),municipality,and Ningxia Hui Autonomous Region have integrated project funds,promoted the modernization of management systems and capabilities,and basically formed a management mechanism that is vertical,horizontal with clear responsibilities.However,factors restricting the high-quality completion of farmland construction work still exist,such as insufficient staffing of grassroots institutions,miscellaneous responsibilities,aging personnel structure,and limited expertise.To fully leverage the role of professional and technical personnel in promoting the development of farmland construction,it is necessary to further improve the management system,strengthen team building,improve institutional mechanisms,and strengthen policy support.
