数字经济的减排效应——基于285个地级市的空间面板数据 被引量:5

The Carbon Reduction Effect of the Digital Economy——Based on Spatial Panel Data of 285 Prefecture-level Cities

摘要 自“双碳目标”提出和“数字中国”建设以来,数字经济的环境效应成为各界的关注焦点。文章采用我国285个地级市2011至2019年的面板数据,实证分析数字经济与碳排放之间的关系。利用广义嵌套空间模型,发现数字经济与碳排放显著负相关,即数字经济的发展具有显著的减排效应。路径分析发现,数字经济通过提高研发强度、改善能源效率并优化产业结构实现减排。进一步地,数字经济的减排效应受到数字基础设施和企业绿色创新质量的调节。在数字经济设施较为完善和企业绿色创新质量较高的地区,数字经济的减排效应更为显著。基于以上研究结论,本文提出相应政策建议:在推动数字经济发展的同时积极扩大研发投入、提高能源效率并发展第三产业;着力推进数字基础设施建设;从创新绿色人才培养模式、完善与科研院所协同发展机制以及建立绿色科技成果转化效率等方面切实提高企业绿色创新质量。 Since the“carbon peaking and carbon neutrality goals”was put forward and the construction of a digital China,the environmental effect of the digital economy has become the focus of all social circles.This study uses the panel data of 285 prefecture-level cities in China from 2011 to 2019 to empirically analyze the relationship between the digital economy and carbon emissions.Using the General Nesting Spatial Model(GNS),this study indicates that there is a significant negative association between the digital economy and carbon emissions,that is,the development of the digital economy has a significant emission reduction effect.Mechanism analysis reveals that the digital economy can reduce emissions by increasing R&D intensity,improving energy efficiency,and optimizing industrial structure.Furthermore,the emission reduction effect of the digital economy is moderated by the digital infrastructure and enterprises’green innovation quality.In areas with perfect digital economy infrastructure and high enterprises’green innovation quality,the emission reduction effect of the digital economy is significantly strengthened.Based on the above conclusions,this study puts forward corresponding implications:focusing on actively expanding R&D investment,improving energy efficiency and developing the tertiary industry while developing the digital economy,promoting the construction of digital infrastructure,and improving the quality of green innovation from the aspects of innovating the training mode of green talents,perfecting the collaborative mechanism with scientific research institutions,and establishing the conversion efficiency of green technological achievements.
