认知规范、环境规制与小农户绿色发展实践路径——以农田防护林营林生产为例

Cognitive Norms,Environmental Regulation and the PracticePath of Green Development of Smallholders——A Case Study of Farmland Shelterbelt Production and Management

“十四五”是中国农业绿色发展的快速提升期,巩固提升小农户生产方式的绿色化程度是促进农业绿色转型和乡村生态振兴的应有之义。文章基于新疆16个农业主产区1106个农户的微观调查数据,运用Double Hurdle模型分阶段检验了影响农户绿色生产行为的关键要素,并借助调节模型深度剖析环境规制在农户经营决策过程中的作用机制。结果表明:农户绿色生产决策受到认知规范与环境规制的综合影响,且环境规制是认知规范与行为意向之间重要的情境变量。有鉴于此,建议把握生态认知与同群效应等利好条件,以环境规制作为当前绿色革命的主要抓手,并完善落实绿色生态为导向的农业补贴制度,从而循序渐进地引导农户迈向绿色转型之路。

During the“14th Five-year Plan”period,China’s agricultural green development is rapidly improving,It is the core of promoting agricultural green transformation to continuously improve the green degree of farmers’production mode.Based on the micro-survey data of 1106 farmers in 16 major agricultural production areas in Xinjiang,this paper uses the Double-Hurdle model to examine the key factors influencing farmers’green production behavior in sections,and in-depth analyzes the mechanism of environmental regulation in decision-making process with the help of the regulatory model.The results show that the green production behavior of smallholders is influenced by both cognitive norm and environmental regulation,and environmental regulation is an important situational factor between cognitive norm and behavioral intention.In view of this,it is suggested to grasp ecological awareness and cocluster effect and other favorable factors,take environmental regulation as the main starting point of current behavior transformation,and explore how to improve the green ecological oriented subsidy system,so as to guide farmers to the road of green transformation step by step.
