基于突发公共卫生事件应急处理的四级院感防控体系的构建与研究

Establishment and research of the four-level system for the prevention and control of nosocomial infections based on the response to public health emergencies

面对突发公共卫生事件,为了实现便捷、精准、高效的院感防控管理,医疗机构建立一套“层级清晰、专兼结合、分工明确、运转高效”的院感防控体系至关重要。通过四级院感防控体系的建立,科学部署防控工作,细化分工、密切协同、狠抓落实,加强各部门、各层级之间协作,持续改进运作机制并开展多角度培训和监管,满足大型综合医院在应对突发公共卫生事件应急情况时的需要。常态化四级院感防控体系的建立重在细化措施,全方位覆盖整个医院的防控工作,以科学、系统的方式逐层落实相关措施。

In response to the public health emergencies,it is of great significance for medical institutions to establish a series of systems for prevention and control of nosocomial infection,such as“clarified management levels,specialist and non-specialist cooperation,well-defined job division and efficient operation”to achieve convenient,accurate and effective prevention and control of nosocomial infections.Through the establishment of the four-level system of nosocomial infection prevention and control,we scientifically planned the prevention and control work,refined the job division,paid close attention to implementation,and strengthened cooperation between departments and management levels,continuously improved the operation mechanism,and carried out multi-faceted training and supervision.In this way,it can meet the needs of large general hospitals in responding to public health emergencies.The establishment of the four-level system in normalized practice must focus on detailed measures,comprehensive coverage of the infection prevention and control of the entire hospital,and implement relevant measures in a scientific and systematic way.
