摘要
电力行业既是碳排放的主要行业,也是碳减排的重要领域.在"双碳"目标背景下,碳资产的开发与应用对于促进电力行业低碳转型,实现区域高质量发展具有重要意义.文章构建了一种基于电力行业的跨区域碳资产协同开发机制,并将模型有效应用于浙江金华义乌、磐安两地.经测算,磐安每年交易增收2841万元;义乌可额外增加CO_(2)排放权61.13万t,有效发挥了碳市场低成本减碳作用.推动了两地实现共同富裕,也为各地电力行业跨区域碳资产管理与应用提供理论基础.
The electric power industry is not only the main industry of carbon emission,but also the important field of carbon emission reduction.In the context of the"dual carbon"goal,the development and application of carbon assets is of great significance to promote the low-carbon transformation of the power industry and achieve regional high-quality development.This paper constructs a cross-regional carbon assets collaborative development mechanism based on the power industry,and the model is effectively applied to Zhejiang Jinhua Yiwu and Pan'an.According to the calculation,Pan'an annual transaction revenue 28.41 million yuan;Yiwu can add 611,300 tons of CO_(2) emission permits,which effectively plays the role of low cost carbon reduction in the carbon market.It promotes the realization of common prosperity in both places,and also provides a theoretical basis for the cross-regional carbon asset management and application in the power industry.
