摘要
高新技术企业政策是具有中国特色的创新政策,而高新技术企业认定是实施该政策的首要环节,直接决定其能否有效提升企业创新质量,进而影响创新驱动发展战略的实施效果。本文基于2008-2013年中国工业企业数据,匹配工业企业科技活动数据、海关进出口数据和专利数据,采用处理效应模型检验高新技术企业认定对企业专利质量的影响,且在内向型开放式创新的视角下,研究高新技术企业认定通过改变企业对内和对外研发投入决策影响企业专利质量变化的机制。结果表明,高新技术企业认定能有效拓展企业专利知识宽度,提升企业专利质量。这种提升作用仅对政策不敏感的高新技术企业(未使用研发操纵手段)有效,而对政策敏感的高新技术企业无效。高新技术企业认定促使企业增强内向型开放式创新,主要向境内高等院校和科研机构增加对外研发投入,将更多外部知识引入企业内部;同时促使企业主要通过减少资产性支出来缩减对内研发投入。我国需进一步完善高新技术企业认定标准体系,以便企业与创新链上游主体合作开展内向型开放式创新。
The high-tech enterprise policy is an innovative industrial policy with Chinese characteristics,and the accreditation of high-tech enterprise is the primary part.It directly determines whether it can effectively improve the quality of enterprise innovation,which further defines how effective the implementation of China's innovation-driven development strategy is.This paper used the data of Chinese industrial enterprises from 2008 to 2013,and matched the R&D activity data of Chinese industrial enterprises,customs import and export data,and patent data.We conducted the treatment effect model to verify the impact of the accreditation of high-tech enterprises on patent quality.Moreover,we examine how the ac-creditation of high-tech enterprises affects enterprise patent quality by adjusting the intramural and extramural R&D investment from the perspective of inbound open innovation.The results show that the accreditation of high-tech enterprises can effectively improve patent knowledge depth and patent quality,but this positive effect only works for high-tech enter-prises that are not sensitive to this policy.The accreditation of high-tech enterprises can strengthen their inbound open innovation strategy by increasing extramural R&D investment,mainly to domestic universities and research institutions.It can bring more external knowledge into the enterprises,and reduce intramural R&D investment mainly by reducing capital expenditure in the meantime.China's government still needs to improve the accreditation criteria for high-tech enterprises further and introduce measures to facilitate inbound open innovation cooperating with upstream institutions in the innovation chain.
