循环农业经济发展模式和问题研究

Research on the Development Mode and Problems of Circular Agriculture Economy

2017年,农业农村部会同国家发改委等部门,印发《种养结合循环农业示范工程建设规划(2017—2020年)》,对循环农业发展提出重要举措;循环农业对于农业经济发展及生态环境改善和提高农业竞争力均具有重大意义。文章首先介绍了循环农业经济发展模式的定义、特点及废弃物再利用模式、农业产业横向耦合综合模式、立体生态种植模式等循环经济发展模式;其次提出发展循环农业经济模式的重要性;最后就循环农业经济发展模式优化提供了加强宣传、加大科技研发的力度、培养人才、建设种养结合产业园等一系列建议,希望能够为循环农业经济发展模式的应用推广,提供有价值的参考。

In 2017,the Ministry of Agriculture and Rural Affairs,together with the National Development and Reform Commission,issued Construction Plan for the Demonstration Project of Combining Planting and Breeding with Recycling Agriculture(2017-2020),proposing measures for the development of recycling agriculture.Circular agriculture is of great significance for the development of agricultural economy,the improvement of ecological environment,and the enhancement of agricultural competitiveness.Firstly,the article introduces the definition and characteristics of the development model of circular agriculture economy,the development models of circular economy such as the waste reuse model,the horizontal coupling comprehensive model,and the three-dimensional ecological planting model.Secondly,it points out the importance of developing the model of circular agriculture economy;Finally,suggestions are provided for the optimization of the development model of circular agriculture economy,such as strengthening publicity,increasing scientific and technological research and development,cultivating talents,and constructing a planting and breeding integrated industrial park.It is hoped that this can provide reference for the promotion of the model of circular agriculture economy.
