科技项目持续性产出“拖尾”现象的基本特征和产生原因

摘要 科技项目资助论文产出的时间分布规律在一定程度上能够反映项目的执行情况。将滞后于受资助科技项目结束时间发表论文的现象称为科技项目产出的“拖尾”现象。鉴于从时间维度分析受资助论文与资助项目之间关联关系的研究较少,通过研究受资助论文在时间维度产生的“拖尾”现象,分析资助项目产出的持续性特征,为不断完善对科学基金产出论文的研究提供参考。以我国受2012年国家重大科学研究计划项目资助发表的15 647篇论文为对象开展实证分析,发现项目资助论文“拖尾”率达到14.26%且较为普遍,可能受论文发表周期影响较大;这些“拖尾”期论文大多在项目执行的后期撰写,对于项目研究把握更为精准,与项目主题相关性没有显著降低,但是有关资助项目在论文中的著录位置会后移。根据分析结果,建议在科技项目管理中能够适当延长产出成果的提交时间、增加产出论文与项目主题相关性的评价内容、提高科技项目著录规范性等。 The distribution of papers funded by science and technology projects can reflect the implementation of projects to a certain extent.The phenomenon of publication of papers lagging behind the completion time of the project is defined as "trailing" phenomenon of the project.In consideration of the few studies analyzing the association between funded papers and funded projects of science and technology from the time dimension,by studying the phenomenon of "trailing" in the time dimension of the funded papers,this paper analyzes the persistent characteristics of the output of the funded projects,and provides reference for continuously improving the research of the papers produced by the science fund.The empirical analysis carries out by taking 15 647 papers funded by the national major scientific research projects in 2012,it finds that the trailing rate reaches 14.26% and is relatively common,it is believed that perhaps the publication cycle of papers has a great impact on them;most of these papers in the late stage of project implementation are written more accurately,and the relevance to the project theme is not significantly reduced,but the bibliographic position in these papers will move back.According to the results,it suggests that in the process of science and technology project management,the submission time of output results can be appropriately extended,the evaluation content of relevance between output papers and project topics can be increased,and the standardization of scientific and technological project description can be improved.
