领导人注意力影响地区碳治理:微观证据与作用机理

How Can Leaders'Attention Affect Regional Carbon Governance:Micro Evidence and Mechanism

领导人注意力传递机制事关中国治理成败,然而已有文献尚未完整建构领导人注意力与地区治理行为之间的稳定关联。文章以碳治理问题为现实载体,从注意力理论视角切入,通过分阶段文本检索筛选出党政领导人涉及碳治理的议题文本,并以活动场域分类赋分构建领导人注意力衡量指标。在此基础上,结合中国碳治理现实逻辑进行情景化建构,揭示领导人注意力对地区碳治理的影响效应及作用机理。研究结果表明,领导人注意力对地区碳治理具有促进效应,经内生性处理和稳健性检验后,领导人注意力对地区碳治理的促进效应依然显著。影响机制发现,领导人注意力通过提高地区研发投资强度和市场化水平显著加强了碳治理。进一步通过分样本回归发现,领导人注意力对地区碳治理的影响由于地区经济发展水平不同而存在异质性。文章搭建了中国治理体系下领导人注意力与地方碳治理的理论框架,以为促进“双碳”目标实现提供政策参考和理论指引。

The attention transmission mechanism of leaders is related to the success or failure of China's governance.However,the existing literature has not completely constructed the stable relationship between leaders'attention and regional governance behavior.This paper takes the issue of carbon governance as the practical carrier,proceeds from the perspective of the attention theory,selects the topic texts of Party and government leaders related to carbon governance through phased text retrieval,and constructs the leader's attention measurement index by classifying the activity field.On this basis,situational construction is carried out in combination with the realistic logic of China's carbon governance,and the impact of leaders'attention on regional carbon governance is revealed.The results are that leaders attention has a promoting effect on regional carbon governance.After endogenous treatment and robustness tests,the promoting effect of leaders'attention on regional carbon governance is still significant.The impact mechanism found that leaders'attention significantly strengthened carbon governance by improving the intensity of regional R&D investment and the level of marketization.Furthermore,through sub-sample regression,it is found that the impact of leaders'attention on regional carbon governance is heterogeneous due to different levels of regional economic development.This study builds a theoretical framework for leaders'attention and local carbon governance under China's governance system,and provides policy reference and theoretical guidance for peaking carbon dioxide emissions and achieving carbon neutralization.
