中国公共服务动机研究的自主化:起点、原则与路径

China's Independent Research on Public Service Motivation:Beginning,Principles and Path

在加快建构中国自主知识体系的大背景下,公共管理的研究也正在走向自主化。近些年中,公共服务动机的研究一直是公共管理领域的重要主题,有必要先行推动其走向自主化。从研究设计、测量方式、理论效应与实践意义四个方面看,中国的公共服务动机研究呈现中西结合的总体特征,其主要问题则在于对不同群体个性化公共服务动机、社会文化激励因素、基础理论问题及其实践意义的关注不足。中国公共服务动机研究的自主化应坚持以人民为中心、创造性结合中国传统文化、以中国基本问题和实践为导向等原则,从机制分析、测量方法和实践策略等三个主要维度开展路径探索。

In the background of promoting the establishment of China's independent knowledge system,public administration research in China keeps moving forward on the path of independence.In recent years,the research on public service motivation has been an important issue in public administration.From the perspectives of research design,measurement,theoretical effects,and practical implications,China's research on public service motivation exhibits a combination of Chinese and Western characteristics.However,its primary limitations lie in the insufficient attention given to unique public service motivation for different groups,social and cultural incentives,fundamental theoretical issues,and their practical significance.Building on this,we proposed that future research should adhere to principles of people-oriented,creatively integrating traditional Chinese culture,and being oriented by China's basic puzzles and practices,and the broader research should focus on the characteristics of different groups,social culture,as well as institutional background in China.
