新时期我国社区体医融合发展的现实意义、实践经验和优化策略

The practical significance,experience and optimization strategies of community sports and medicine integration in China’s new era

社区体医融合工作是我国推进健康中国建设和促进全民健康工作不可或缺的基础性环节。采用文献资料法,对我国社区体医融合的相关研究和实践经验进行梳理总结,以期为进一步推动我国体医融合的发展提供参考。结果表明:我国社区体医融合有助于提高社区居民体质、促进健康关口前移;减轻社区居民负担、节省医疗卫生成本;培养健康生活理念、凝聚全民健身共识;推进健康中国建设、迈进体育强国目标。在我国多个城市的社区体医融合实践中取得显著效果,目前形成有社区体质监测中心、社区医体结合、社区政企合作和社区政校企联动等服务模式,但仍面临新体医融合理念欠缺、体制机制与政策资金设施等保障体系不完善等困境。为此,建议推广居家健身计划,转变体医融合观念,深化社区多元主体协同治理的体制机制改革,完善政策、人才、资金和设施等保障体系。

The integration of community sports and medicine is an indispensable basic link for China to promote the construction of a healthy China and whole people.By using the literature method,this paper sorts out and summarizes the relevant research and practical experience of the sports and medicine integration in China,in order to provide reference for promoting sports and medicine intergration futher development in our country.The results show that the integration of community body medicine is helpful to improve the physique of community residents and promote the advancement of health;to reduce the burden of community residents and save medical and health costs;to cultivate the concept of healthy life and gather the national consensus on fitness;to promote the goal of building a healthy China and becoming a sports powerhouse.Remarkable results have been achieved in the practice of community body-medicine integration in many cities in our country.At present,service models have been formed,such as community physique monitoring center,community medicine-body combination,community government-enterprise cooperation,and community political school-enterprise interaction.However,we still face difficulties such as the lack of the concept of new body-medicine integration and the imperfect guarantee system of institutional mechanisms and policy funds and facilities.To this end,it is suggested to promote home fitness programs,change the concept of the integration of physical and medical care,deepen the system and mechanism reform of multi-subject collaborative governance in communities,and improve the security system of policies,talents,funds and facilities.
