多元治理视域下中大型体育场馆公共服务质量提升路径研究

Research on ways to improve public service quality of medium and large stadium from the perspective of multiple governance

中大型体育场馆公共体育服务是开展“全民健身计划”的重要载体。基于多元治理视角,探析我国中大型体育场馆公共体育服务的现存困境,旨在为我国中大型体育场馆公共服务供给的健康发展提供参考。研究表明:当前中大型体育场馆公共服务存在资源配置欠均衡,公益及低盈利服务开放时段设置欠合理,社会组织参与不足,服务功能单一、运行管理标准执行滞后,缺乏相关法律制度等问题。鉴于此,提出中大型体育场馆公共服务质量提升路径:明确政府职责与促进服务资源配置均衡;通过免费或低收费促进全民健身;加强体育场馆与市场合作及建立反馈机制;增强综合性功能与改善周边环境;完善体育场馆硬件、软件等设施与提高服务人员水平;完善相关法律制度。

Large and medium-sized stadium public sports service is an important carrier for carrying out the“National fitness program”.Based on the multi-governance perspective,this paper analyzes the existing predicament of public sports service of medium and large scale sports venues,in order to provide reference for the healthy development of public service of medium and large scale sports venues.The result shows that,at present,there are some problems in medium and large scale stadium public service,such as unbalanced resource allocation,unreasonable opening hours of public welfare and low-profit service,insufficient participation of social organizations,single service function,lagging implementation of operation and management standards,and lack of relevant legal system.In view of this,it proposes the following paths to improve the quality of public services for large and medium-sized stadium:Clarify the government’s responsibilities and promote a balanced allocation of service resources;Promote national fitness through free or low fees;Strengthen the cooperation between the stadium and the market and establishing the feedback mechanism;Strengthen the comprehensive function and improving the surrounding environment;Improve the hardware,software and other facilities of the stadium and improving the level of the service personnel;Improve the relevant legal system.
