长三角区域合作立法问题研究

Study on Legislative Issues of Yangtze River Delta Regional Cooperation

长三角三省一市具有相近的地缘条件、相似的文化传统、相通的经济脉络,合作立法基础稳固。国家层面出台了专门的规划、政策和方案,将长三角一体化发展作为国家战略,主张大力推动区域合作立法,以法治来推进区域一体化深化发展。针对区域合作立法碎片化、分散化问题,应加强立法统一领导和规划,立足系统观念,在立法层面关注区域的整体性、协调性和衔接性,把地方特有的经济发展需要融入区域立法的规划当中。

The three provinces and one city in the Yangtze River Delta have similar geopolitical conditions,similar cultural traditions and common economic veins,and a solid foundation for cooperative legislation.Special plans,policies and programs have been introduced at the national level to make the integrated development of the Yangtze River Delta a national strategy,advocating vigorous promotion of regional cooperation legislation and the rule of law to promote the deepening development of regional integration.In response to the problem of fragmentation and fragmentation of regional cooperation legislation,the unified leadership and planning of legislation should be strengthened,based on the systemic concept,paying attention to regional wholeness,coordination and articulation at the legislative level,and integrating the unique local economic development needs into the planning of regional legislation.
