为实现“双碳”目标,上海应统筹发展与碳减排的关系,根据本地产业和区位特征,稳中求进,确保能源结构和产业结构平稳实现清洁化、绿色化、低碳化转型。一方面,政府、企业和公众等各方要同向努力,在关键领域持续推动低碳转型,发挥上海技术、人才和资金优势,探索信息技术与产业的深度融合,倡导绿色低碳的生活方式。另一方面,要在碳市场建设、碳排放管理机制、电力市场改革、低碳技术转化等方面推动跨区域合作交流,构建区域绿色发展新格局。

To achieve the“double carbon”goal,Shanghai should coordinate the relationship between development and carbon emission reduction,make progress in a stable manner according to the characteristics of local industries and location,and ensure that the energy structure and industrial structure smoothly achieve clean,green and low-carbon transformation.On the one hand,the government,enterprises and the public should work in the same direction to continuously promote low-carbon transformation in key areas,take advantage of Shanghai’s technology,talents and capital,explore the deep integration of information technology and industry,and advocate a green and low-carbon lifestyle.On the other hand,we should promote cross-regional cooperation and exchange in carbon market construction,carbon emission management mechanism,electricity market reform and low-carbon technology transformation to build a new pattern of regional green development.
