推进南京城市排水设施管养全覆盖的分析思考

城市排水设施实施“应管尽管”“应养尽养”的全覆盖养护维护管理,是保障设施功能和作用发挥的基础性工作。在现行管养体制下,排水行业存在的“无主”设施、建设项目建管养脱节、园区板块设施游离于行业监管之外、建成区内设施属性转换不及时、居民小区等片区设施管养主体不明确等问题影响了排水设施管养全覆盖工作的推进,需要深刻分析原因,找到问题的症结所在。有必要从健全管理体制、规范设施移交、统一养护定额、保障养护资金等方面加以针对性地施策,借力数字化监管平台和精细化考核机制,全面推进管养全覆盖,提升养护质效。

The full-coverage maintenance management of urban drainage facilities is the basic work to ensure the function and role of facilities.Under the current management and maintenance system,issues existing in the drainage industry,such as ownerless facilities,disjointed construction project management and maintenance,facilities in the park plate dissociating from the industry supervision,untimely transformation of facility attributes in the built-up area,and unclear main body of facility management and maintenance in residential areas,have affected the promotion of the fullcoverage of drainage facility management and maintenance.It is necessary to deeply analyze the reasons,find out the root causes.In order to promote the full coverage of management and maintenance and improve the quality and efficiency of maintenance,it is recommended to take targeted measures such as enhancing the management system,standardizing the transfer of facilities,unifying the maintenance quota and ensuring the maintenance funds,taking advantage of digital supervision platform and refined assessment mechanism.
