粤港澳大湾区战略性新兴产业高质量发展水平测度

Measurement of High-quality Development Level of Strategic Emerging Industries in Guangdong-Hong Kong-Macao Greater Bay Area

战略性新兴产业是粤港澳大湾区实现高质量发展的重要途径之一。准确测度战略性新兴产业的发展水平,能够有效地发现短板,弥补不足。因此,从技术创新层面、政策环境支持层面、产业市场层面这3个维度构建粤港澳大湾区战略性新兴产业高质量发展测度指标体系。运用熵值法对粤港澳大湾区2011—2020年战略新兴产业发展水平进行测度。研究结果显示:粤港澳大湾区战略性新兴产业发展水平不均衡,深圳、广州、香港地区城市各个维度和指标结果较好,战略性新兴产业质量发展水平高。而粤港澳大湾区的二线、三线城市各个维度和指标表现不够理想,说明战略性新兴产业发展速度较慢。城市群战略性新兴产业关联性及协作性不高。未来应加强粤港澳大湾区的技术创新,产业市场的培育能力以及提升城市群的产业资源整合能力和协作性,加大政策环境支持力度,促进粤港澳大湾区战略性新兴产业高质量发展。

Strategic emerging industry is one of the important ways for Guangdong-Hong Kong-Macao Greater Bay Area to achieve high-quality development.Accurately measuring the development level of strategic emerging industries can effectively identify weaknesses and make up for deficiencies.Therefore,the measurement index system of high-quality development of strategic emerging industries in the Guangdong-Hong Kong-Macao Greater Bay Area is constructed from the three dimensions of technological innovation,policy environment support and industrial market.The entropy method was used to measure the development level of strategic emerging industries in Guangdong-Hong Kong-Macao Greater Bay Area from 2011 to 2020.The research results show that the development level of strategic emerging industries in the Greater Bay Area of Guangdong-Hong Kong-Macao is not balanced,the results of various dimensions and indicators in Shenzhen,Guangzhou and Hong Kong region are good,and the quality development level of strategic emerging industries is high.However,the performance of various dimensions and indicators in second-tier and third-tier cities is not satisfactory,indicating that the development of strategic emerging industries is slow.The strategic emerging industries in urban agglomeration are not highly related and collaborative.It is suggested to strengthen the technological innovation,the cultivation ability of the industrial market,the industrial resource integration ability and collaboration of the urban agglomeration,increase the policy environment support,and promote the high-quality development of strategic emerging industries in the Guangdong-Hong Kong-Macao Greater Bay Area.
