The Practical Orientations,Actual Risk and Optimization Path of Refined Urban Governance

精细化治理目前已经成为城市治理的重要顶层设计理念,并且衍生出大量具体的操作化措施。结合典型实践,立足中观层面,可梳理出推进城市精细化治理的四大基本导向,即:强化“技术治理”的支撑作用,发挥“再组织化”的体制优势,突出“赋权增能”的基层效应,引导“多元主体”的能动参与。同时,相关实践也产生了一些治理风险,主要包括过度追求基础信息的清晰化、制定与城市发展实际脱节的标准规范、行政链条向下延伸而基层责任落实不到位、过于聚焦细节而延误长效机制建立等。应对这些风险,需要把握好突出问题意识、树立成本思维、强化流程思维、坚持人本理念等重点方向。

The refinement concept has become an important top-level design principle in the urban governance at present,which forces a lot of concrete practices.By combing typical practice,four basic orientations of refined urban governance can be summarized on the medium level,including reinforcing the fundamental role of technical governance,giving full play of re-organization of grassroot society,empowering basic-level governments and guiding multiple subjects participation.Meanwhile these practices trigger governance risks,which include excessive pursuit of clarity of basic information,standard specifications far from reality,improper implementation of grass-roots responsibility and excessive attention to details without long-term mechanism.In order to deal with those actual risks,some principles should be strengthened in practice in the future,including the question consciousness,the cost thinking,the process thinking and the people-oriented conception.
