弥合路径与目标:我国老年数字鸿沟弥合的政策文本分析

A Quantitative Analysis of Policy Texts on Bridging the Digital Divide of the Elderly

在老龄化和数字化的双重背景下,老年数字鸿沟已经成为亟待解决的时代问题。研究采取“自下而上”和“自上而下”相结合的混合式编码方法,对我国弥合老年数字鸿沟的政策文本进行编码分析,探究政策工具在不同维度上的分布和使用特点。当前我国采取了多元政策工具弥合老年数字鸿沟,呈现出明显的不均衡性:在弥合路径上,重“社会包容”而轻“主体赋能”;在弥合目标上,重“使用沟”而轻“知识沟”。未来需要加强对老年数字鸿沟弥合目标与路径的一体化治理,重点强化“知识沟”的弥合与老年群体的“主体赋能”。

In the combination context of ageing and digitalisation,the digital divide of the elderly has become a pressing issue to be addressed.The study adopts a combination of"bottom-up"and"top-down"coding methods to analyse the policy texts on bridging the digital divide of the elderly in China and to explore the differences and characteristics of policy measures in different dimensions.At present,China has adopted multiple policy measures to bridge the digital divide of the elderly,showing obvious unevenness,with a focus on"social inclusion"rather than"subject empowerment"in terms of bridging paths and"access gap"rather than"knowledge gap"in terms of bridging goals.In the future,it is important to strengthen the"subject empowerment"of the elderly and to bridge the"knowledge gap".
