Discussion on the Main Standards and Specifications of LNG Receiving Stations

国内LNG接收站的建设推动了我国LNG相关规范的制定,先后制定颁布了LNG接收站工程设计规范和LNG生产、储存及装运等相关总体类设计规范,发布了LNG一般特性、LNG低温管道设计规范和LNG码头设计规范等专业规范。对GB 51156和GB/T 20368两本总体性规范进行比较和分析:GB 51156以专业为主线;GB/T 20368以理论分析、模型计算结果为主,适用范围更宽广一些,不属于专用的设计标准。规范编制的主要脉络、规范的主要研究工程对象和建设内容大致相同,引用标准采用国标或者行业标准,均未采用国际标准。两本规范中对安全目标的处理措施方式与采用的具体方法存在差异。通过上述探讨方便相关人员能够更好地理解和使用这两本规范,用于指导咨询、设计、施工等。

The construction of domestic LNG receiving stations has promoted the formulation of relevant specifications for LNG in China. The engineering design specifications for LNG receiving stations and the general design specifications for the production,storage and transportation of Liquefied Natural Gas( LNG) have been formulated and promulgated successively. The general characteristics of LNG,the design specifications for LNG cryogenic pipelines, and the design specifications for LNG terminals have also been issued. This paper compares and analyzes the two general specifications GB51156 and GB/T20368,among which GB 51156 takes professional as the main line and GB/T 20368 mainly focuses on theoretical analysis and model calculation results. GB/T 20368 has a wider scope of application and is not a specialized design standard. The main context of the specifications,the main research object and construction content of the specifications are roughly the same, the reference standard adopts the national standard or industry standard,and international standards are not adopted. There are differences in the handling measures and specific methods used for safety objectives in the two specifications.Through the above discussion,it is convenient for relevant personnel to better understand and use these two specifications for guiding consultation,design,construction,etc.
