共建“一带一路”教育行动高质量发展的路径与策略 被引量:5

摘要 共建“一带一路”教育行动是深入推进教育对外开放的实践创新,是教育配合国家战略的重要行动。共建“一带一路”教育行动的高质量发展对于我国建设高质量教育体系和加快构建国内国际双循环新发展格局具有重要战略意义。基于对教育部网站235份公开文献和262篇新闻报道的文本分析发现,共建“一带一路”教育行动高质量发展主要通过行动举措升级、行动能力升级、风险防控升级和行动成果升级来实现。其中,行动举措升级从行动机制、研究交流、资源配置和对外传播四个方面展开,同时需要通过行动能力升级作支撑,风险防控升级作保障,最终实现行动成果升级和高质量发展。为更好地实现“四个升级”,共建“一带一路”教育行动需要扩大制度型开放,优化要素流动型开放,通过优化资源配置,加强机制建设与对接,突出品牌引领,加快标准研发、转化与推广,推进教育数字化战略,进一步提升教育行动的精准化、机制化、品牌化、标准化、数字化水平。 Education Action Plan for“the Belt and Road Initiative”is a practical innovation to further promote the opening to the outside world of education,and an important action for education to cooperate with the national strategy.The high-quality development of the education action for“the Belt and Road Initiative”is of great strategic significance for the construction of China’s high-quality education system and accelerating the construction of a new development pattern of domestic and international double circulation.Based on the text analysis of 235 open documents and 262 news reports on the website of the Ministry of Education,the high-quality development of“the Belt and Road Initiative”is mainly achieved through the upgrading of action measures,upgrading of action capabilities,upgrading of risk prevention and control and upgrading of action results.Among them,the upgrading of action measures is carried out from four aspects:action mechanism,research exchange,resource allocation and external dissemination to achieve the upgrading of action results and high-quality development,supported by the upgrading of action capabilities and guaranteed by the upgrading of risk prevention and control.To better achieve the“Four Upgrades”,it is necessary to further expand institutional openness and optimize factor mobility openness,optimize resource allocation,strengthen mechanism construction and docking,highlight brand leadership,accelerate the research and development,the transformation and promotion of standard,to promote digital education strategy,and hence to enhance the precision,institutionalization,branding,standardization and digitalization of education actions.
