司法鉴定机构诚信等级制度研究——基于司法鉴定行业实践分析

Research on the Integrity Grading of Forensic Appraisal Institutions——An Analysis Based on the Practice of Forensic Appraisal Industry

2021年12月28日,司法部印发了《司法鉴定机构诚信等级评估办法(试行)》。该文件是我国在司法鉴定机构诚信考评管理方面上所作出的重要举措,司法鉴定机构的诚信考评与管理有了新的重要标准与依据。在《司法鉴定机构诚信等级评估办法(试行)》出台一周年之际,反思全国司法鉴定机构诚信等级评估的现状,分析司法鉴定机构诚信等级评估的制约因素,针对性提出解决司法鉴定机构诚信等级评估困惑的出路,主要在于加大司法鉴定人才队伍培养、强化司法鉴定机构内部管理、综合性审查鉴定意见,以不断满足人民群众对司法鉴定服务的需求等。

On December 28,2021,the Ministry of Justice issued the Measures for Evaluating the Integrity Level of Forensic Appraisal Institutions(Trial).This document is an important measure taken by China in the integrity grading evaluation and management of forensic appraisal institutions,providing a new important standard and basis for the integrity grading evaluation and management of forensic appraisal institutions.On the occasion of the first anniversary of the promulgation of the Measures for Evaluating the Integrity Level of Forensic Appraisal Institutions(Trial),we rethink on the current situation of the evaluation of the integrity grading of forensic appraisal institutions nationwide,analyze the constraints of the evaluation of the integrity grading of forensic appraisal institutions,and propose targeted solutions to the problems of the evaluation of the integrity grading of forensic appraisal institutions,it should be emphasized to increase the cultivation of forensic appraisal talent teams,to strengthen the internal management of forensic appraisal institutions,to review forensic appraisal opinions comprehensively,so as to continuously meet the needs of people for forensic appraisal services.
