我国金融监管科技发展战略研究

Research on Development Strategy of China's Financial Regulation Technology

金融科技时代,金融服务更多元、业务边界更模糊、风险形势更严峻。在此背景下,“监管科技”应运而生,为丰富监管手段、提升监管效能提供了有力的技术和工具支撑,对我国金融稳定发展具有重要战略意义。本文首先系统分析了国(境)内外监管科技发展历程、现状和我国监管科技发展面临的挑战;其次对我国监管科技发展做了战略研究,提出发展的基本原则和发展目标,并从加快关键技术研发及监管平台建设、利用监管科技构筑金融风险预警体系、重视新技术应用风险防范等角度提出技术发展战略;最后从组织统筹、配套措施、人才培养等方面提出对策建议与保障措施。本文旨在为推动我国金融监管科技高质量发展提供理论参考。

In today's financial technology era,financial services are increasingly diversified,business boundaries are blurred,and risks are exacerbated.In this context,"Regulation Technology"has emerged,providing strong technological and toolkit support for enriching regulatory means and improving regulatory efficiency,which is of great strategic signifi-cance to China's financial stability and development.Firstly,this paper systematically analyzes the development history and current situation of regulation technology at home and abroad,and challenges facing the development of regulation technology in China.Then,this paper makes a strategic research for the development of China's regulation technology,puts forward the basic principles and development goals,and proposes technology development strategies from the perspectives of accelerating key technology research and development,and regulatory platform development;using scien-tific and technological means to build risk early warning systems;and appreciating and preventing the risks associated with new technology application.Finally,this paper discusses policy recommendations and safeguard measures from the aspects of organization and overall planning,supporting measures,and talent training.This paper aims to provide theoretical support for the high-quality development of financial regulation technology in China.
