平台企业数据滥用行为的治理机制研究——基于多主体演化博弈视角

The Governance Mechanism for Platforms'Data Abuse Behavior:A Multi-agent Evolutionary Game Perspective

数字经济时代,平台企业在利用数据创造价值的同时,也存在数据滥用的问题。本文构建了涵盖平台企业、用户和政府在内的三方演化博弈模型,探究了平台企业数据滥用行为的治理机制,并通过MATLAB进行数值模拟。结果表明:(1)平台企业滥用用户数据获得的额外规模报酬的增大对平台企业数据滥用行为的治理具有双重影响;(2)用户举报公正度对平台企业数据滥用行为的治理具有正向促进作用;(3)政府的奖惩机制对平台企业和用户具有相反的作用机理。本文对数据要素市场和平台治理研究有较好的理论贡献,并为平台企业数据滥用行为的治理提供实践参考,有助于我国数据要素市场体系的设计与监管。

In the age of digital economy,platforms may abuse user data while using data to create business value.This paper developes a tripartite evolutionary game model covering platforms,users and the government,and explores the governance mechanism for platforms'data abuse behavior.Based on the game model,this paper further conductes numerical simulations on MATLAB.The research findings are as follows:(1)the increase of additional returns to scale obtained by platforms from abusing user data has a dual impact on the governance of platforms'data abuse behavior;(2)user reporting fairness has a positive effect on the governance of platforms'data abuse behavior;(3)the govern-ment's reward and punishment mechanism has opposite effects on platforms and users.This paper sheds new light on the research of data market and platform governance.The findings also provide practical guidance for the governance of platforms'data abuse behavior,which is conducive to China's data market design and supervision.
