建强公检中心 支撑“强县工程”--以湖北省为例

Building A Strong Public Inspection Center to Support Strong County Project

本文对全省17个地市州76家公共检验检测中心(以下简称公检中心)进行了全面深入调研,梳理了公检中心的政策环境、建设情况,发现公共检验检测中心逐步成为湖北县域产业发展的技术中坚力量,但由于改革探索中“四个不配套”因素的制约,导致公检中心难以充分发挥职能使命。基于调研分析,本文提出进一步深化改革,着眼“技术支撑、服务创新、信息共享”三大平台的打造,为深入实施“强县工程”提供基础能力支撑等措施建议。

This paper comprehensively investigated 76 public inspection and testing centers in 17 cities and prefectures across Hubei province,summarizes the policy environment and construction of the public inspection center,and found that the public inspection and testing center has gradually become the technical backbone of industrial development in counties of Hubei.However,due to the restriction of non-supporting factors in the reform,it is difficult for the public inspection service center to give full play to its function.Based on the research and analysis,this paper proposes measures and suggestions to deepen the reform,focus on the building of three platforms of“technical support,innovative services,and information sharing”,and provide basic capacity support for the in-depth implementation of the“strong county project”.
