外交能力试析

An Analysis on Diplomatic Ability

本文从能力建设的角度,探讨中国外交的长期变迁和转型发展。文章循着历史的经纬,梳理了新中国外交史不同阶段上外交使命的特点及其能力要求。全文重点聚焦于新时期外交工作有待补强的三种能力:(1)规避重大风险,为国内高质量发展提供支持的能力;(2)完善评估机制,为政策反思和纠错创造条件的能力;(3)推动机制改革,为创造新型外交形态(“金字塔”)奠定基础的能力。作者指出,在外交能力培育的过程中,政治的包容、社会的参与和创新的思维,起着关键的作用。

From the perspective of capacity building,this paper discusses the longterm change and transformation of China's diplomacy.Following the warp and weft of history,this paper summarizes the characteristics and capability requirements of diplomatic missions in different stages of the diplomatic history of the People's Republic of China.The paper focuses on three capabilities that need to be strengthened in China's diplomatic work in the new era:(1)the ability to avoid major risks and provide support for high-quality domestic development;(2)The ability to improve the evaluation mechanism and create conditions for policy reflection and correction;(3)The ability to promote institutional reform and lay the foundation for creating a new form of diplomacy(the"pyramid").The author points out that political tolerance,social participation and innovative thinking play a key role in the cultivation of diplomatic capability.
