Global City and Transformation of International Order

美国为支撑霸权构建了以流动性为核心的自由国际秩序,全球城市作为集聚特定功能性机构的特定区域为该秩序提供了关键支撑。全球城市的作用主要体现在:世界市场一体化主要依靠“全球城市”调节;国际规则主要通过“全球城市”具象化;国际秩序主流意识形态通过“全球城市”合法化。随着新兴经济体的崛起,国际秩序在结构、规则和价值层面转型,对“全球城市”生成路径带来冲击。地缘政治结构变化带来安全因素上升,重塑全球城市发展动力;国际规则受到实质挑战,重塑全球城市成长轨迹;国际秩序主流意识形态整合能力下降,重塑全球城市价值基础。全球城市对上述转型迭代响应,这要求其适应逐渐升级的地缘政治竞争,更加注重“在岸性”和科技创新;灵活多维的对接、应用、建构规则,挖掘各种可能的机会;扬弃新自由主义意识形态,更注重以人为本的价值观。通过转型,“全球城市”可为国际秩序的稳定性做出建设性贡献。

In order to support hegemony,the United States has built a liberal international order with"free flow"at its core,through which global cities as a specific area of gathering specific functional institutions have provided key support.It is mainly reflected as follows:The integration of world market mainly depends on the regulation of"global cities";International rules are mainly embodied through"global cities";The mainstream ideology of the international order is legalized through"global cities".However,with rise of emerging economies,the transformation of the international order in terms of structure,rules and values has a profound impact on sustaining and growing of"global cities".The change of geopolitical structure which bring about the rise of security factors reshapes the driving force of global cities;The challenges of international rules reshapes the growth trajectory of global cities;The decline of the mainstream ideology reshapes the value base of global cities.Global cities respond iteratively to the above transformation:firstly,adapting to the escalating geopolitical competition,paying more attention to onshore producing and technological innovation;secondly,flexible and multi-dimensional policy-making which means application docking as well as construction of international rules at the same time,exploring various possible opportunities;thirdly,sublating the neo-liberal ideology,and focusing more on the people-centered value."Clobal cities"should make constructive contributions to the stability of the international order.
