互联网发展影响区域创新的产业、资金、人才机制研究

Research on the Mechanism of Internet Development Affecting Regional Innovation in Industrial Upgrading,Finance and Talent

党的二十大报告指出,要“加快实施创新驱动发展战略”,“推动创新链产业链资金链人才链深度融合”,因而研究互联网发展对区域创新的影响和机制具有重要的理论和实践意义。基于2009—2019年中国210个城市的均衡面板数据,就互联网发展对区域创新的影响效应、影响机制和空间溢出性进行了实证检验,得到了以下研究结论。第一,互联网发展可以显著地促进区域创新,这一结论在经过一系列稳健性检验后依然成立。当进一步区分创新质量时,相比高质量创新,互联网发展目前对低质量创新的促进作用更强。第二,互联网发展可以通过驱动产业升级、发展数字金融和提高人力资本三种机制推动区域创新。第三,互联网发展对区域创新的影响存在空间溢出性。互联网发展可以对邻近地区的区域创新产生积极影响。第四,互联网发展对东部区域创新的促进作用最强,中部次之,西部最弱。南方区域创新较北方从互联网发展中获利更多。因此,政府应充分发挥互联网在区域创新领域的红利,鼓励跨地区协同创新,促进区域协调发展。

Report to the 20th national congress of the Communist Party of China pointed out that,we should“accelerate the implementation of the innovation-driven development strategy”and“promote deeper integration of the innovation,industrial,capital,and talent chains”.Therefore,it is of great theoretical and practical significance to study the impact and mechanism of internet development on regional innovation.Based on the balanced panel data of 210 cities in China from 2009 to 2019,the empirical test is worked on the impact effect,impact mechanism and spatial spillover of internet development on regional innovation,and the conclusions are as follows.First,the internet development can significantly promote regional innovation,which is still true after a series of robustness tests.When further distinguishing the quality of innovation,compared with high-quality innovation,the internet development plays a stronger role in promoting low-quality innovation.Second,the internet development can promote regional innovation through three mechanisms:driving industrial upgrading,developing digital finance and improving human capital.Third,the impact of internet development on regional innovation has spatial spillovers.The internet development has a positive impact on neighbouring regional innovation.Fourth,the internet development plays the strongest role in promoting regional innovation in the East,followed by the Middle and the West.Regional innovation in the South benefits more from internet development than in the North.The research provides empirical evidence for the formulation of policies related to internet and regional innovation.The government should give full play to the role of the internet in the field of regional innovation,encourage cross-regional collaborative innovation and promote coordinated regional development.
