摘要
芬兰是世界林业发达国家之一,探讨其林业政策的演变与特点对于我国借鉴具有现实意义。文中基于政治经济学的视角,围绕经济利益与环境保护以及凯恩斯主义与自由主义2个方面的主要分歧,梳理芬兰林业政策从萌发阶段(1851-1916年)到发展阶段(1917-1979年)再到成熟阶段(1980年至今)的历时态演变过程;凝练出芬兰林业政策的共时态特点:经济利益优先、适应时代变迁、鼓励公众参与;提出对我国林业政策调整的有益启示:坚持立足本国实际、推进改革创新,促进可持续发展、确保民生福祉,始终以人民为中心、舒缓社会张力。
Finland is one of the most developed countries in forestry across the world,and the discussions on the changes and characteristics of its forestry policies are of practical value.From the perspective of political economics,the paper reviews the diachronic evolution process of Finnish forestry policy from the germination stage(1851—1916)through the development stage(1917—1979)to the mature stage(1980 to present)around the two contradictions between economic interests and environmental protection,as well as between Keynesianism and liberalism,and summarizes the synchronic characteristics of Finnish forestry policy,i.e.,prioritization of economic interests,adapting to the changes of the times,and encouraging public participation.The enlightenment for China to adjust forestry policy includes promoting reform and innovation by adhering to the consideration of national conditions,enhancing sustainable development to ensure people’s well-being,and relieving social tension by focusing on the people-oriented principle.
