摘要
《中华人民共和国生物安全法》是支撑我国生物安全体系建设的基本法,该法的颁布对于全面提升我国的生物安全治理能力具有重要意义。海关卫生检疫肩负着守护国门生物安全的重要使命,《生物安全法》的实施为海关卫生检疫提供了新的执法依据,同时也提出了更高的要求。本文以《生物安全法》的解析为基础,结合海关卫生检疫通过建设智慧海关体系抗击新冠肺炎疫情的成功实践,探讨海关卫生检疫如何依据《生物安全法》进一步加强核心能力建设,尤其是卫生检疫人才的培养,以应对未来的国门生物安全挑战,确保国门生物安全。
"Biosecurity Law of People's Republic of China"is the basic law of biosafety that supports the construction of China's biosecurity system.The promulgation of this law is of great significance for comprchensivcly improve China's biosafety governance capacities.Customs health and quarantine shoulders the important mission of protecting the country's biosecurity.The implementation of the"Biosecurity Law"provides a new law enforcement basis for health and quarantine,and also puts forward higher requirements.Based on the analysis of"Biosecurity Law",combined with the successful practice of health and quarantine in combating COVID-19 epidemic by constructing of smart Customs system,this paper discussed how Customs health and quarantine can further strengthen the construction of core capabilities in accordance with"Biosecurity Law",especially the cultivation of health and quarantine personnel,in order to face the future challenges of national biosafety and ensure national biosafety.
