摘要
目的 为提升口岸防控新冠肺炎疫情的能力和效率,研发疫情防控作业信息化管理系统,建立数据交换平台。方法 使用JAVA作为开发语言,Eclipse作为开发工具,部署方式为B/S,采用前后端分离技术架构,前端着重处理用户体验相关的问题,后端则以数据为中心,倾向于业务逻辑、数据处理。结果 疫情防控作业系统功能齐全,覆盖了“口岸现场—实验室—地方隔离”全链条,实现了信息化操作和智能化分析,单个入境旅客全流程平均耗时由34 min缩短为19 min,压缩整体航班检疫时长超过三分之一,有效减少旅客在口岸的等待时间;与地方联防联控部门实时共享入境人员信息,实现了从入境到解除隔离的全数据链闭环。结论 疫情防控作业信息化管理系统能提高入境通关效率,与地方联防联控部门实现信息共享,满足口岸新冠肺炎疫情防控的需要。
Objective To improve the ability and efficiency of preventing and controlling COVID-19 at ports,develop an information management system for epidemic prevention and control,and establish a data exchange platform.Methods JAVA was used as the development language,Eclipse was used as the development tool.The deployment mode was B/S,and the front end was separated from the back end.The front end focused on issues related handling user experience,while the back end was data centric,tending to business logic and data processing.Results The epidemic prevention and control operation system covered the whole chain of"port onsite-laboratory-local isolation",realized information and intelligent analysis.The average time spent by an entry passenger during the whole entry process was reduced from 34 minutes to 19 minutes,and the quarantine time of whole flight was reduced by more than one third,reducing the waiting time of passengers at ports effectively.It shared the information of entry personnel in real time with the local joint prevention and control departments,realizing the full data chain closedloop from entry to de-isolation.Conclusion The information management system of epidemic prevention and control operation could improve the efficiency of entry Customs clearance,realized information sharing with local joint prevention and control departments.It met the needs of COVID-19 prevention and control at ports.
