关于加强陕西省灌区地下水涵养保护的思考

Consideration on strengthening groundwater conservation and protection in Irrigation Areas of Shaanxi Province

基于陕西省灌区发展历程及现状调查,从地表水灌溉、渠系工程、地下水开采量、土壤盐渍化四个方面,提出存在的问题。针对性地提出依法依规加强管理与保护、利用经济杠杆助推两水联合调度、加强末级渠系管理维护、加强排水设施维护与管理、加强地下水监测与管理等对策建议,为灌区地下水涵养保护提供重要理论依据。

Based on the investigation of the development process and current situation of irrigation areas in Shaanxi Province,the existing problems were put forward from four aspects:surface water irrigation,canal system engineering,groundwater exploitation and soil salinization.This paper puts forward some countermeasures and suggestions,such as strengthening management and protection according to laws and regulations,using economic leverage to boost the joint dispatching of Surface Water and Groundwater,strengthening the management and maintenance of the final canal system,strengthening the maintenance and management of drainage facilities,and strengthening groundwater monitoring and management,so as to provide important theoretical basis for groundwater conservation and protection in irrigation areas.
