柳州市水资源资产价值综合评估与运用研究

摘要 近年来,国家高度重视自然资源资产管理工作,不断强化自然资源节约利用、保护与监管。水资源是自然资源资产的重要组成部分,其短缺会制约经济发展,通过计算水资源压力指数,选取Mann-Kendall检验法对水资源压力趋势进行分析,得出柳州市水资源压力处于中低水平并呈下降趋势。由于水资源价值构成的模糊性与不确定性,本研究构建模糊综合评价模型,选取柳州市2016—2020年数据进行水资源价值评价,得出柳州市水资源价值属于中等偏高水平;水资源价格偏低,具有较大上调空间;提出“资源-资产-资本”的演化路径,以期为水资源的利用和保护提供参考。 In recent years,the state has attached great importance to the management of natural resource assets,and constantly strengthened the conservation and utilization,protection and supervision of natural resources.Water resources are an important part of natural resource assets,and its shortage will restrict economic development,through the calculation of water stress index,the Mann-Kendall test method is selected to analyze the trend of water stress,and it is concluded that the water stress in Liuzhou City is at a medium-low level and shows a downward trend.Due to the fuzziness and uncertainty of water resources value,this study constructed a fuzzy comprehensive evaluation model and selected the data of Liuzhou City from 2016 to 2020 to evaluate the water resources value.It was concluded that the water resources value of Liuzhou City was at a medium high level.The price of water resources is low and has great room for upward adjustment.The evolution path of “resource-asset-capital”is put forward in order to provide reference for the utilization and protection of water resources.
