公立医院党建工作中存在的问题与对策

Problems in Party construction of public hospitals and the countermeasures

中央《关于加强公立医院党的建设工作的意见》落地实施已逾4年,实施过程中,仍存在不少问题。文章重点围绕党委领导下的院长负责制执行不到位、党建与业务不能有机融合、党建工作保障机制落实不到位和基层党建工作创新不足四个方面的共性问题,分析其产生的原因,并提出相应对策。

It has been more than 4 years since the Central Committee’s Opinions on Strengthening Party Building in Public Hospitals was implemented,but there are still many problems in the process of implementation.This paper focuses on four common problems,including the implementation of President Responsibility System under the Leadership of the Party Committee,the integration of Party construction and its work,the implementation of the Job Security Mechanism,as well as the lack of innovation in grass-roots Party committees.This paper analyzes the causes of the problems and puts forward corresponding countermeasures.
