重大公共卫生事件背景下高校舆论及次生舆论的生成特点与治理策略

Generation Characteristics and Governance Strategies of Public Opinion and Secondary Public Opinion in Colleges and Universities under Major Public Health Emergencies

高校突发的重大公共卫生事件不同于普通的公共卫生事件,具有历时性、横向化和圈层化等特征,对高校的思想政治工作提出了新的挑战、新的标准和新的要求。在高校这个特殊群体,重大突发公共卫生事件所引发的高校舆论和次生舆论会给高校带来诸多不稳定的因素,需要从反馈机制、预警机制、应急管理等方面,通过纠治边界、优化供给、筑牢防线、加强教育等多维度的治理策略,保持高校突发重大公共卫生事件下的信息畅通,建构以高校师生生命健康安全为核心价值取向的治理体系。

Major public health emergencies in colleges and universities are different from ordinary public health events,and have the diachronic and horizontal features.Therefore,new challenges,new standards,and new re⁃quirements have been put forward for the ideological and political education in colleges and universities.In col⁃leges and universities-the special group,the public opinion and secondary public opinion caused by major pub⁃lic health emergencies will bring many unstable factors to colleges and universities.It is necessary to adopt multi-dimensional governance strategies such as correcting boundaries,optimizing supply,building a solid de⁃fense line,and strengthening education in terms of feedback mechanisms,early warning mechanisms,emergency management and other mechanisms to maintain the smooth exchange of information under major public health emergencies in colleges and universities,and to build a governance system with the life,health and safety of teachers and students in colleges and universities as the core value orientation.
