摘要
基于网络化治理理论,探讨研究生教育质量提升路径,有助于推动我国研究生教育质量治理体系与治理能力的现代化进程,实现研究生教育高质量发展。网络化治理理论建立在“复杂人”的人性假设理论之上,倡导通过治理主体的地位平等、治理过程的多元协商、治理行动的合作互惠和治理资源的共建共享,构建多中心的治理格局。在网络化治理理论的指导下,研究生教育质量治理目标应从“合乎规定”走向“适切需求”,治理主体从“一元独治”走向“多元共治”,治理模式从“经验驱动”走向“技术赋能”。
On the basis of network governance theory,the paths of improving the quality of graduate education are discussed,which can help to promote the modernization of the quality governance system and governance ability of graduate education of China,and realize the high-quality development of graduate education.Network governance theory is based on the hypothesis of“complex man”.It advocates equal status of governance subjects,diversified consultation of governance process,cooperation and mutual benefit of governance actions,and co-construction and sharing of governance resources,pointing to the construction of a multi-center governance pattern.Under the guidance of network governance theory,the goal of postgraduate education quality governance should change from“complying with regulations”to“appropriate needs”,the main body of governance from“monopoly governance”to“pluralistic co-governance”,and the governance model from“experience-driven”to“technological empowerment”.
