政策工具视角下省级政府科技创新政策比较研究——以长三角地区为例

A Comparative Study of Provincial Governments’Science andTechnology Innovation Policies from the Perspective of Policy Tools—Taking the Yangtze River Delta Region as an Example

科技合作需要政策张力,科技创新政策是创新活动开展的重要载体。文章运用文本分析法,对江、浙、沪、皖四省(市)的科技创新政策文本从发文时间、文本类型、发文部门以及政策内容进行量化分析,运用NVIVO 12软件从政策工具的视角对长三角地区的科技创新政策进行比较研究,并基于研究结果提出了相关政策建议,以期为安徽省科技创新政策体系的完善与优化提供理论依据和参考借鉴。

Science and technology cooperation requires policy tension,and science and technology innovation policy is an important carrier of innovation activities.By using text analysis method,this paper makes a quantitative analysis of the scientific and technological innovation policy texts in Jiangsu,Zhejiang,Shanghai and Anhui from the perspective of publication time,text type,publication department and policy content,and uses NVIVO 12 software to compare the scientific and technological innovation policies in the Yangtze River Delta region from the perspective of policy tools.It puts forward relevant policy suggestions based on the research results and provides the theoretical basis and reference for the improvement and optimization of the policy system of science and technology innovation in Anhui Province.
