摘要 城市综合交通体系规划编制的规范化取得长足进步,但是对城市交通基础设施建设、交通管理、出行政策等方面的约束和引导作用尚未发挥,根源在于没有建立有效的实施机制,对影响实施的诸多因素缺乏研究且没有有效的应对措施。基于国家治理体系现代化、城市更新、国土空间规划体系变革等新背景,通过对福州、莆田、宁德3个城市案例进行实证分析,在实施效用评估基础上重点剖析城市综合交通体系规划实施的问题与症结。进而提出规划法律地位顶层设计、实施组织机制、规划层次化体系化、跨领域融合研究等方面的实施机制优化建议。最后,从系统控制论的角度提出进一步优化规划实施机制的必要性。研究表明,构建有效的实施机制是城市综合交通体系规划落地的基本保障,有助于提升规划权威性。 In recent years,great progress has been made in the standardization of comprehensive transportation system planning.However,it should be noted that the restriction and guidance on urban transportation infrastructure construction,traffic management,travel policies,and other aspects may not have been fully implemented yet.The primary cause is that effective implementation mechanism has not been established,and there is a lack of research and corresponding measures on various influencing factors.Based on the background of modernization of the national governance system,urban renewal,and reform of territorial spatial planning system,this paper empirically analyses the problems and crux of transportation planning implementation for three urban cities,such as Fuzhou,Putian,and Ningde.The paper provides suggestion on implementation mechanism optimization in the top-level design of planning legal status,implementation organization mechanism,planning hierarchy systematization,and cross-border and cross-regional integration research.Finally,the necessity of further study on planning and optimization of the implementation mechanism from the perspective of system cybernetics is proposed.The results show that building an effective implementation mechanism is the basic guarantee for urban comprehensive transportation system planning,which helps to enhance the authority of planning.
