改善多方式出行的城市道路网规划--以美国西雅图1998—2019年实践为例

摘要 《交通强国建设纲要》提出以人为本、兼顾多种交通方式的出行改善目标。城市道路网优化是实现这一目标的关键,需克服道路网规划的编制、实施与交通发展目标脱节,建设资金紧张,以及道路网改善效果存疑且难以持续的问题。20世纪90年代起,美国西雅图制定并落实了多方式出行改善方针,分析其道路网规划与实施的经验:首先,组建多主体联合的编制团体,形成多层次联动的规划编制结构以及多系统协同的规划内容;其次,拓宽资金筹集途径,构建围绕高效利用有限经费的道路网改善优先度评价体系与实施项目动态审查机制;第三,通过道路网改善,提升交通安全、优化交通结构,进而推动后续道路网改善。结合中国城市道路网优化面临的挑战,建议深化部门协作与利益群体参与,重视出行改善效果评估,并构建投资、受益反馈机制与持续滚动改善体系。 The Outline for Building China's National Strength in Transportation,released in 2019,aimed to improve people-oriented urban travel that relies on different travel modes.Optimizing urban road network is critical to achieve this goal,which requires aligning road network planning and transportation development objectives,addressing construction funding shortage,and promoting sustainable road network improvement.This paper presents recommendations for optimizing China's urban road network based on a case study in Seattle,Washington,in the United States.Since the 1990s,Seattle has developed and implemented a multimodal travel improvement strategy.An analysis of the road network planning and implementation in Seattle yields three categories of experiences.First,cities can establish a multi-party team to consolidate the planning that features a structure of multi-level collaboration and contents development with multi-system coordination.Second,cities can expand funding sources and establish a priority assessment system for road network improvement as well as a dynamic review mechanism for project implementation to maximize the use of limited resources.Third,cities can improve future road network performance by enhancing traffic safety,optimizing travel mode share,and improving transportation infrastructure.Given the challenges of optimizing road network in Chinese cities,the paper recommends enhancement of cross-departmental cooperation and stakeholders participation,assessment of travel improvement effects,and development of an investment-benefit feedback mechanism and continuous improvement system.
